Standardized Profiency Exit Assessment on the State Level

The state of Connecticut has mandated a 2 year world language requirement for students graduating in 2018 and beyond.  I am currently doing research on the prospects of creating a standardized proficiency assessment to be given after two years of study of a world language.  Is there any state that already has this in place?  Is there a group researching this on a national level?

Nancy- Have you considered using STAMP?

Thanks, Kristen.  I will connect with the website to learn more.
We implemented STAMP at the end of our level 3 in German, French and Spanish for that very reason.  We have taken the results and made a nice comparison chart.  We were pretty pleased with it, except that there are not studies (that I know of) to gauge the effectiveness of the test.

NYS HAD one in place, but eliminated the creation of such exams due to the budget crisis in our state capital. They now mandate that one be locally developed. On Long Island, we have formed a consortium of over 81 school districts and schools from across NYS are asking to join the consortium. We have developed second language proficiency exams in French, Italian, Spanish / Regents exams in German and we have other organizations that are creating Hebrew and Russian assessments. We are also working on Latin as well. Visit www.flacs.org. Past SLP exams are still up on the NYSED website. Let me know if you need anything!

I have created a survey for CT coordinators and supervisors in an effort to get enough information for my research to articulate the parameteres of a possible proficiency assessment for CT LOTE learners.    I will investigate the FLACS second language proficiency exams prior to sending out the final version of my survey.  Thanks so much.

Hi Nancy,

F.L.A.C.S. (Foreign Language Association of Chairpersons and Supervisors) located in Long Island, NY created regional exams to replace the N.Y. S. Proficiency Exams that were eliminated due to the state's budget constraints.  We created exams for Spanish, French, Italian, Latin, and German and e-mailed them to over 80 districts throughout Long Island and a few upstate NY.

Now NYSED is eliminating our Regents exams also. They are usually taken after 3 years of study. We are now meeting once again with the challenge of creating more exams.  We are trying to be cautious of the changes we  make on our exams because so many are effected.

I am the president of FLACS and just found your posting on NADSFL. I see that Francesco Fratto, on our Board, has already responded to you but I would like to know how you are doing on your venture as we are looking for options for our exams.

I would appreciate any of your updates!

Carmen, Thanks for the FLACS update.  I am continuing my project after collating responses to a survey I had sent out to my colleagues in CT this past spring.  I would be interested in sharing information with you and Francesco and your colleagues in an effort to create a plan for a second year performance assessment for our world language students in CT.  I have requested to "friend" you on NADSFL so we can communicate more frequently via e-mail.
