Standardized Profiency Exit Assessment on the State Level

The state of Connecticut has mandated a 2 year world language requirement for students graduating in 2018 and beyond.  I am currently doing research on the prospects of creating a standardized proficiency assessment to be given after two years of study of a world language.  Is there any state that already has this in place?  Is there a group researching this on a national level?
